Independent Non-executive Director
Director elected from the list presented by the Ministry of Economy and Finance. Born in Rome in 1973, he has been Eni Director since May 2026.
He is currently General Manager of Directorate V – Regulation and Supervision of the Financial System within the Treasury Department of the Italian Ministry of Economy and Finance, with responsibility for regulation, oversight and crisis management in the banking, capital markets and insurance sectors, as well as payment systems, sustainable finance, anti-money laundering and cyber-resilience.
In these areas, he serves on committees of both national (Fintech; Finanza Sostenibile; Sicurezza Finanziaria; Edufin) and international importance (Financial Stability Board; OECD; G7), acting as Chairman of some of them.
He is a member of the Coordinating Committee for the review and in-depth analysis of the issues relating to the capital markets reform.
He served as a Director of Terna from June 2025 to May 2026 and as Chairman of AMCO SpA from 2020 to 2023.
Throughout his career, he has held senior management positions in national institutions (Banca d’Italia, the Italian Ministry of the Economy) and European institutions (the European Banking Authority, Single Resolution Board, European University Institute).
He graduated with honours in Law from Sapienza University of Rome and earned a Master’s degree in Law and Economics from the University of Chicago. He also holds a PhD in Economic Law from the University of Tuscia and has been a visiting scholar at New York University.
In 2012, he obtained the Italian national academic qualification for the position of Associate Professor in Economic Law and Commercial Law, fields in which he has published extensively in Italian and international academic journals. He currently teaches at the Faculty of Law of Roma Tre University.
