Coral North, developing offshore gas production in Mozambique

Coral North will duplicate as well as complement Coral South in developing gas from Mozambique’s vast offshore fields. The gas will be converted into liquefied natural gas (LNG), transported by ship, and distributed globally. Coral North is currently under development and, once operational, will consolidate Mozambique’s role as an energy-producing country, as demonstrated by the achievements of Coral South following its start-up in 2022. The export of liquefied natural gas will enable the country to support its own development independently and contribute to the global energy supply security.

Natural gas on global markets

With estimated Gas In Place (GIP) of more than 500 bilion cubic meters, Coral North aims to maximise the value of available resources. The project builds on the execution of Coral South by developing the northern section of the Coral field. The technological core of the project will be the FLNG (Floating Liquefied Natural Gas) unit, a floating gas liquefaction plant that enables the conversion of natural gas into LNG.

Efficient technology and emission reduction

The Coral North FLNG will be an enhanced replica of the Coral South FLNG, developed with an accelerated execution plan by incorporating the lessons learned from the Coral South project. The unit will retain all of the features of energy efficiency, consumption optimisation and CO₂ emissions reduction attributable to specific technologies, including:

  • aeroderivative gas turbines (with lower emissions compared to similar machines)
  • variable-speed electric engines
  • high-voltage, low-loss electrical transformer
  • maximized system waste heat recovery (WHR) efficiency
  • boiler exhaust WHR
  • high-efficiency gas treatment

Grievance mechanism and stakeholder engagement plan for Coral North project execution phases

For the execution of the Coral North project, a Grievance Mechanism (GM) and a Stakeholder Engagement Plan (SEP) has been adopted. The GM is implemented to support a timely and structured approach for receiving, managing, and resolving concerns raised by individuals, groups and organisations.

 

The SEP ensures a proactive approach to communicate with stakeholders through regular updates on project activities. Grievances can be submitted via the toll-free number 800840840 (in Mozambique only) or by e-mail.

Local development projects

The Coral North project includes a Sustainability Plan aimed at improving the living conditions and socio-economic standards of local communities within the project’s area of influence and operational areas, primarily in the Cabo Delgado Province. Its implementation focuses on priority sectors such as quality education, access to water, sanitation and healthcare services, energy, health and economic diversification, with a particular emphasis on agriculture and fishing. Given the humanitarian emergency in northern Mozambique, a flexible approach will be adopted, incorporating emergency, transition and development initiatives to promptly address the evolving needs of the context.

Environmental impact assessment of the Coral North Project

For the Coral North project in Mozambique, an environmental impact assessment (EIA) process was required due to its classification as a "Category A" project, indicating a potentially significant impact on the environment and society. A Preliminary Environmental Feasibility Study (EPDA) was initially conducted to identify key issues and define the terms of reference for a more in-depth study. This EPDA was submitted to public consultation and approved in September 2023 by the Ministry of Agriculture, Environment and Fisheries (MAAP, formerly the Ministry of Land and Environment). Subsequently, an Environmental, Social and Health Impact Assessment (ESHIA) was carried out, providing a detailed assessment of potential project impacts on the environmental and social baseline conditions and proposing mitigation measures, consolidated in the Environmental Management Plan (EMP) for implementation during the Project activities. The EIS was also submitted to public consultation, and the final report was approved in November 2024, leading to the issuance of the Environmental Licence in December of the same year. The entire process was conducted in compliance with Mozambique’s regulations, ensuring that the Coral North project progresses responsibly, minimising potential negative impacts and considering the views of the local community.
