Sites of National Interest (SIN) were first identified and delimited by the Ministry
for the Environment, Land and Sea in 1998, in agreement with interested regions.
Based on what is established in the Consolidating Environmental Act
(art. 252 of Legislative Decree no. 152/2006 as amended), “For reclamation
purposes, Sites of National Interest are identifiable in relation to site characteristics,
the quantity and hazardousness of pollutants present, the extent of impact on the
surrounding environment in terms of risks to health and the ecology, as well as any
threats to cultural and environmental assets”. To date, 41 Sites of National
Interest have been identified by the Ministry for the Environment, Land and Sea.
The Ministry for the Environment, Land and Sea is responsible for the administrative
process for the reclamation of Sites of National Interest and can avail itself of
operations and opinions of the Italian Institute for Environmental Protection and
Research (ISPRA), regional environmental protection agencies (ARPA), the Higher Health
Institute (ISS), the Italian Social Security Institute (INPS) and the Italian Institute
for Insurance against Accidents at Work (INAIL), as well as national, local, public
or private bodies.
Regions have competence and administrative function
pertaining to reclamation operations at Sites of Regional Interest (SIR).
Currently Eni Rewind is operating in 17 former and decommissioned industrial sites
located in 13 Sites of National Interest and approximately 80 Sites of Regional Interest.
