People, the environment, plant, reputation: we want that everything is safe. A structured and detailed analysis is essential for effective safety management.
Process safety safeguards have at least three aims:
Process safety is ensured through the correct execution of all phases, from the design of plant and equipment, to the running of plants and processes, right up to decommissioning.
At Eni, planning and design is carried out according to advanced and internationally recognised standards and is subjected to special risk analysis and operational checks and observations by interdisciplinary teams. In the context of plant operation, all activities must be carried out within the established parameters and identified in the process manuals and in operating procedures by trained personnel.
With regard to plant operation, a high level of reliability ensures the programming and execution of an effective maintenance policy. Only in this way can the structural and functional integrity of the equipment, components and instrumentation be guaranteed. Activities at the central-level have enabled the implementation of internal process safety rules and a computerised system for managing work permits, already in operation at some Italian and foreign facilities. In the refining area, an asset integrity management system has been developed that is gradually being extended to other production sites in the same operating area. A process safety audit programme is ongoing at Upstream and Petrochemical sites. In 2016, field visits and activities for the the HSE qualification of suppliers were intensified, with the use of internal resources trained at the Gela Safety Competence and Safety Training Centres) and specific training and awareness-raising projects also continued, including the new phase of the “Eni in Safety” communication and training programme, aimed at spreading information about lessons learned regarding near misses and accidents to all levels of the company.
Plant safety and the management of emergencies are key priorities. The company pays close attention to the systematisation of controls and the application of the best intrinsic safety standards of plant and equipment. HSE (Health, Safety Environment) Emergency Management is guaranteed by the preparation of plans covering all of the interventions required to reduce the negative consequences of such events with the protection of public health and the environment in first place. Obviously, this involves the preparation and adoption of procedural, organisational and technical tools and a prompt, coordinated and effective response phase.
An effective and efficient emergency response is crucial to enable the protection of the system as a whole, safeguarding the overall value, the context in which the operations and reputation of the company are based. Information flows, coordination, roles and responsibilities, logistics; these are just some of the issues that drive these procedures. Emergency plans are our orchestra conductor, the backbone of any team required to manage accidents when they occur. Past experience has shown that careful analysis and the identification of risk is the best solution.
