The Talacre Masterplan project commenced in 2008, when two external consulting agencies were commissioned by Cadwyn Clwyd Rural Development Agency, along with the local authority and a range of partners including Eni through the Liverpool Bay Joint Venture.
Talacre is a seasonal destination with an enormous influx of visitors in the summer months due to it housing the only beach in the county and the first beach visitors approach when travelling into Wales along the North Wales coast road.
Flintshire County Council has been involved in a long-running project to increase the economic viability of the Talacre/Gronant area. Part of this project focused on infrastructure within the area including the current lack of car parking facilities in a significant area for local tourism. The project was necessary to ensure the conservation of a protected site in harmony with responsible tourism. Specific conditions during some periods of the year, such as weather, tides, increased presence in the weekend and during school holiday season, caused traffic congestion which blocked the one access route to Talacre Village. All this caused increasing concern in local residents especially regarding the access of emergency vehicles. An additional problem has been identified in the lack of available land which was not contained within conservation designations (RAMSAR, SSSI, SAC, SPA).
Their brief was to undertake a Phase 1 Masterplan Study for Talacre and Gronant. A crucial objective of the study was to (quote) “Increase and develop the economic strength of the area whilst maximizing the positive impacts on the local community and the environment”. Following completion, the study has been used to inform future stages of the Masterplan, which has seen Eni playing an integral part in the development of detailed proposals and projects over the last two years. A key area where Eni has been able to assist with the intent of the Masterplan, as well as allowing us to engage with the local community, businesses and local authority, has been the creation of a car park on Eni-owned land in March 2015.
