Our refinery in Sannazzaro: a high-efficiency hub

A strategic plant, with one of Europe’s highest conversion capacities.

The plant and its production capacity

The refinery lies on an area of around 320 hectares in the municipalities of Sannazzaro de’ Burgondi and Ferrera Erbognone, in the province of Pavia. It lies in the centre of the industrial triangle between Turin, Milan and Genoa, along the oil pipeline that links the terminal in Genoa with French Switzerland. Such a favourable, carefully chosen position has led to the development of an efficient refuelling and distribution pipeline network, thus leading not only to the effective handling of products, with precise and quicker supplies, but especially a drastic reduction in the environmental impact linked to land transport.

Over the years, the Sannazzaro refinery has been subject to progressive technological improvements. These have led to a production capacity today of 11.1 million tonnes per year of petroleum products, with one of the highest levels of complexity and conversion capacity in Europe. 

Towards total conversion

The oil product market for energy use, from LPG to diesel, consists increasingly of high-quality fuels. To respond to this environmentally-friendly need, heavier products must be transformed into hydrogenated products with a lower environmental footprint.

With this in mind, progressive investments have been made in the Sannazzaro refinery in relation to its production cycle, including:

  • hydrogen production and Hydrocracking plants to maximise diesel production;                      
  • gasification plants, which produce sulphur- and pollutant-free syngas from heavy oil;
  • deasphalting plant, able to recover heavy oil fractions for subsequent conversion to petrol;
  • Eni Slurry Technology (EST) conversion plant. The Eni license process, used to produce fuels from heavy crude oil residues, using a special catalyst developed and patented by us. 

The adoption of these innovative technologies increases the total conversion rate of heavy oils to 92%.

Sustainability, a constant commitment

The plants are constantly monitored with a view to environmental sustainability and maximum safety for people and the local community.

The refinery has:

  •  water discharge control and monitoring systems
  •  emission control and monitoring systems
  •  soil and subsoil protection systems
  •  odour emission reduction systems
  •  noise emission reduction systems
  • waste disposal, management and volumetric reduction systems

The impact on the environment and the community

The sustainability strategy is integrated into the business model and stimulates projects and initiatives to respond to the increasingly diversified and constantly evolving needs of stakeholders. The Eni operating model also proves its excellence through the enhancement of the local communities, environmental protection, the dissemination of the culture and principles of sustainable development, supporting initiatives, working with universities, schools and networks of excellence and promoting research and innovation, with particular attention to those initiatives that bring long-term benefits to the community.

The health, safety and environment policy

Fully complying with the laws in force, as well as the regulations and agreements signed voluntarily, and consistently with the Code of Ethics, the Company’s Model 231, the Eni policies and Eni HSE regulations, the Sannazzaro refinery works in all its facilities to ensure the sustainable management of social and environmental issues related to its activities. The “Health, Safety, Environment and Major Accident Prevention Policy” defines the organisation’s specific strategic principles which lay the foundations for the management of interactions between its activities and the environment.

The Refinery is certified to standard UNI EN ISO 14001 for its Environmental Management System (EMS) and has obtained EMAS registration. The site is also certified to standard ISO 45001 which defines the best principles for the correct management of health, safety, prevention and risk reduction. Also thanks to a targeted investment policy and the involvement of all the people who work there, the refinery has achieved significant results in the reduction of incidents and environmental impacts. The site is also certified to UNI EN ISO 50001 for its Energy Management System (EMS). The laboratory has ISO 17025 certification for the analytical controls required to quantify greenhouse gases.
